By default songs are just downloaded and they are eligible to be deleted if you start running out of room. Download does this as well, but just in the background instead of needing to be added to the now playing list. Cache on the other hand just makes it so that it won't be deleted when running out of room. So now to be sure, you are asking for an option to make it so that everything downloaded would be cached? I'm not sure if there would be any point in that tbh. It seems like just putting the cache size to be a really high number would accomplish the same thing.
