If I set the Max bitrate to 256k, does DSub then just ignore files in higher bitrates or is there a conversion that happens to down convert the higher bitrate files? Just trying to limit my mobile data usage. Thanks for any help!

If your server is configured properly it will perform the necessary transcoding for the higher bitrate files.

Thanks for the info, and how would one know if it is configured properly for this?

Well you need to look in the transcoding settings in subsonic to make sure there are ones set up for the files in question (I have no idea what types of files you are using). Then to test play some stuff in dsub that should get transcoded, see if it plays, check the subsonic logs to see if the transcoder is launching or throwing errors.

[edit]: Note, this is not a dsub specific issue but a general ss issue...you'd probably get more intelligent answers in the general help forum. ;)
