Feature request: Additional long press options for video

I'm regularly using my devices in places of varying bandwidth. Since there doesn't exist a way to have ffmpeg or any other transcoder adjust the quality on the fly it'd be nice to make the bitrate something that can be selected on the fly when selecting a video to stream. Having to set the mobile or wifi default in settings is very clunky.

Additionally, the ability to select an offset into the stream just as the web interface would be appreciated. Currently when experimenting with a bitrate i have to go into the settings, change the bitrate, go back into the library, select the video, and I have no choice but to start at the beginning.

Both of these features (usable together) would be great.
