Encoding all mp3 to ogg for web playback

I have encoded my mp3s in the past using 1-10 quality setting and Have enjoyed the quality with ogg and the high compression.

I noticed the trans coding package only has a ogg decoder?

Can someone help me set this up?

I'm on a work pc so for 1 of the streamers I want a low bit rate but not horrendous quality

Oggenc2.exe should be included with the transcoding pack. You will have to check google for what the cl switches are. If you don't have oggenc2.exe in your transcoding folder you can download it here: http://www.rarewares.org/ogg.php
