Standalone errors Ä,Ö,Ü

Hello

Stand-alone shows me no accents of (Ä, Ö, Ü, etc)
what is this? The forum is often written what must be changed, unfortunately, are the files that are described here as stated in the folder.
Is it better to take the Debian package? I do not want to use Tomcat or would have the advantage?
Can anyone say exactly how I proceed with the deb package, since the instructions with the download link to me not really help
