Unable to Access Subsonic

Problem Description: When using my external IP address and the correct port which I set in the Subsonic control panel and forwarded (and I have my IP address set to be static), I am not able to connect.
Troubleshooting Steps: I've restarted and ended the service, and have tried a couple of different ports including port 80. I considered trying UPnP to allow Subsonic to automatically port forward (even though I've already done it manually) but after doing research figured out it wasn't very secure.
Playback Application and version: I use my web browser to connect, which is Chrome. I believe it is the latest version.
Subsonic Version: 4.6 (build 2583) – December 6, 2011
Server Version: jetty-6.1.x, java 1.6.0_29, Windows 7 (33.3 MB / 60.0 MB)
Hardware Platform: Windows 7 Ultimate
Java Memory Limit: 512 MB

Subsonic does not load? - so where is the log file from :?
SS is clearly loaded and running - the problem is that you cannot not access it.
If you cannot see it from within your own lan then check your firewall. Also check that the port you are using is not used by any other program.

Sorry, yes, you are correct. I have checked the Windows 7 firewall and it is off. I'm not really sure how to check if another program is using the port already.

How you trying to access?
If from the same pc as SS is installed on the link in the control panel should work.
If from another pc within your lan then http://serverIP:portNo.
Once logged on you can set up your myname.subsonic.org address.

I would suggest reading http://monroeworld.com/android/subsonic/ (Ignore the android bit if it doesn't apply)
