Controlling video bandwidth per user?

Hi all. Total newbie to subsonic here, so forgive me if this is trivial.

I see there's a setting to limit bandwith per user, but I assume this applies to mp3 only?
Is it possible to do the same for video?

My aim is to make a frontend script for transcoding that will taylor the stream specifically to each user. The ideal would be if the script was called with a distinct 'marker' like '-b 1001k', '-b 1002k', etc.
