This seems to be your primair internet network connection
Its a bit strange having an ip thats in a completly different subnet mask then your DHCP server is, and having a totaly strange DNS server address next to that one.

seems your modem is no modem but a bridge.
i bridge just forwards all trafic going in and out of the box without any interactions.
So there 2 options
1) the data never makes it to the bridge (blocked by ISP)
2) the data makes it to the bridge and get blocked on your computer (firewall)
Open port 88 in the firewall and have a friend try
O shut it off let someone try and turn it back on.
So its your ISP that screwed you or its the window fireall
Like aphuey said contact them to ask if there blocking traffic
