I agree and apologize.. I would have swore that the IIS proxy just forwarded requests and responses... to be honest i didnt even know there was a "buffer" or cache happening on the IIS end... So for future issues i will be sure to test directly on that server.... But i do appreciate everyone's attempt to fix my issue..
