Problems:(ConnectTimeoutException)

Hi. So i got a new comp, and it is running win8. Previously had vista subsonic worked great.
Now i installed the latest software, now it starts to get screwy. Ive tried opening port 80, modem wont let me. So i try and open port 4040, wont let me. So i try 8080, and that works. Checked all the ports with canyouseeme.org. I check my ip in ipconfig, gives me 198.168.0.7. I goto check my ip online with ipchecker. Gives me an ip addy if 73.256.and some more numbers that do not match up to my ip addy.
When i goto localhost thru the SS control panel i try to auto fwd ports, tried it on 80,4040, and 8080. Each one says successfullu fwd ports. I have the correct name in the server addy, i hit save and it starts looking and gives me the error. This site is already registered (ConnectTimeoutException) on any port setting i set it at. I tried typing in the addy of the site to see what happens, says cannot connect to some random ip addy that isnt mine:4040
Ive got all firewalls off on the comp, ive reset the modem a couple of times, reinstalled a couple of times.
Any suggestions?

Solved. Fixed the problem by leaving my router off for 24 hrs, then registered a new server addy, saved settings, then entered in my old server name and boom it worked.
