Custom Domain Timing Out

Problem Description
My custom domain keeps timing out.

Troubleshooting Steps:
1. checked 'Automatically configure your router to allow incoming connections to Subsonic' - 'Status: Successfully forwarding port 4040'.
2. tried localhost:4040 - connects, finds my music, playback works.
3. tried internal IP (192.168.x.y:4040) - connects
4. tried custom domain from same computer (http://mrbadaxe.subsonic.org) - connects, redirects to internal IP address
5. tried domain from another device - "The server at 24.147.193.99 is taking too long to respond."
6. tried disabling automatic router config; manually forward port 4040
7. retried steps 2-5 - same results.
8. used canyouseeme.org on 24.147.193.99:4040 - timed out
9. used canyouseeme.org on 24.147.193.99:80 - sees my website just fine

In case it's relevant, I also have mrbadaxe.no-ip.org pointing at the same IP; router redirects ports 22 and 80 to a different machine.

Also have Windows Firewall running. Are there certain settings I need to check?

Server Version:
jetty-6.1.x, java 1.6.0_39, Windows 7 (54.4 MB / 91.4 MB)

Router Model/Version:
NetGear WNDR3700v2, firmware V1.0.0.36

4040 is not being passed to wan by the router..reboot router, retry opening 4040 for your server lan IP address, save changes, reboot router again, and check with canyouseeme.org.

Never mind, it was Windows Firewall. Opened port 4040, can login just fine.
