Subsonic Upload Speed

So I have noticed that no matter what my uploads from my server to anyone (my brother downloading a movie from me) sit right at 500 Kbps. My ISP u/l limit is 10Mbps...I usually either see 8-10 consistently. The server/desktop is old but more than capable for just file share. I use an WD My Passport Ultra 2TB USB 3.0 for the storage. The NIC is a 10/100, not gigabit. With downloads however, depending where I'm getting the file from I can max my connection, 90-100 Mbps to that same drive. I also do not have any throttling setup on my router or anywhere else.

Ideas on what is keeping the upload at this limit....I know it depends on their download speed etc but it always stays 500 kbps or 200-250 if two files are being uploaded (even if from two different locations, say my brothers house and my parents house)

Looks as though I just needed a router n cable modem bounce...things have sped up...still keeping an eye on it.
