Streaming / Downloading speed capped at 150 KB/s

Im running server version 5.3 (build 4568) – October 24, 2015 on Raspberry Pi 2 with "raspbian" jessie.
On Android phones I use DSub latest version from the play store.

Whenever I buffer on the phones OR through the web gui OR when straight-up downloading from the web gui I always get around 150 KB/s.
While yes this is sufficient to stream in most cases if your connection is flawless but that's rarely the case, any burst of data I can get on 4G/3G while I have that coverage will be useful instead of being stuck on 150 KB/s. Not to mention trying to download something from the web gui being always slow no matter where from I start the download.

The accounts I use don't have bitrate limiting enabled and I think grabbing cover art might not be subject to that speed limit, at least on the phone I see spikes much quicker when browsing a folder with many albums with cover art.

The server can upload or download at 1MB/s with no problem and latency is very low, regardless, I observe the same behaviour if I use it within my network where I'd get whatever WiFi speed is theoretically possible

I use in /etc/defaults/subsonic I have SUBSONIC_ARGS="--max-memory=150 --https-port=[..]" where [..] is the port number. The Pi is connected to the network with ethernet btw not wifi.

Any Idea if it's possible to remove this cap and how that can be done? Any other info you need if this sounds like an unintended "feature"?

OK another weird thing, if under Settings -> Advanced I set it to 50, the download speed goes down to about 6-7 Kilobytes/s so that works but If I set it to 10000 it doesn't magically "unlock" the rest of the bandwidth which is definitely available on that source. (SSH/Samba/SFTP all max out the connection whether public or internally)
