UTF-8/Japanese Encoding Fix and WAR Version

I'm really in need of help with this one as I've been trying to troubleshoot for a few weeks now, and have made no progress.

Problem Description: Subsonic skips indexing files with foreign characters (I think in the filename, but could be ID3 tag)
Troubleshooting Steps: Renamed a few sample files to English, and they worked. Have looked online to see that this could be fixable on standalone, but need instructions for WAR.
Playback Application and version: Subsonic web.
Subsonic Version: 5.3
Server Version: 5.3
Hardware Platform: Qnap TS451U (firmware 4.2.0)

I'm moving from an ancient Mac Mini server to a QNAP device, and running Subsonic through the WAR installation in Tomcat.

The Mac Mini Subsonic install worked with Japanese tagged files (more than half of my music) but the WAR version won't catalogue my Japanese files. I've been trying to fix the issue by changing the language settings, but can't find the right files in the WAR install. Does any one have any advice on how to fix it?
