Max bitrate Question

I was wondering if anybody could tell me what the difference was between the user Max bitrate and the player Max bitrate.

If I set User A's max bitrate, will the take precedent over the player max bitrate for all his/her players... so no matter how/where the user logs in (pc, android), User A's max bitrate will be consistent across all his/her players? Or do I need to go into each player and set it there?
