[v3.8] Admin user lost administrator rights ?

After the upgrade from version 3.6 to 3.8 I lost the rights for the admin?
The 'settings' icon/link is gone !? When go directly to '/setting.view' I see the settings normally but I don't have the rights anymore to change something ? Have I done something wrong?? Is there a way to give the admin his rights back?
