Themes only applying to login page

Having difficulties applying themes. When choosing from any of the built-in themes on the settings page. It only applies to the login page.

I've tried updating everything (browser, windows, java). Cleared cache. Reset browser settings. Happens in Windows, OSX, firefox, safari, chrome.

This is in the web interface. Version 6.1.1 (build fc853b)
