Apparently 3.9 cannot decode cover art images with a description. For instance I have several albums bought on 7digital where the images have something like:
"C:\BatcherOuput\20090408\sleeveart\419704_800.jpg" in the description.
Ss throws the following exception:

java.lang.Exception: Unable to decode image.

at net.sourceforge.subsonic.controller.CoverArtController.handleRequest(CoverArtController.java:92)
I have checked this with several other albums and I'm quite sure this is the cause. I see some other threads possibly related to cover art bugs here but none mention the description as a possible cause.
I fixed it pretty quick myself by searching for albums with descriptions in cover art and removing it.
