Just saw this post, as I was having the same problem as OP. Guess I forgot the problem with serializing vorbis streams. Never really though of it as an issue because until now I've always encoded to ogg first, rather than on the fly.

Anyway, for anyone trying to transcode mp3 to ogg, the oggenc can only use wav or flac as input (or pcm if you specify it). If the input is flac, tags will be preserved. Using ffmpeg to decompress the mp3 will also work just fine; when specifying the vorbis codec ffmpeg knows this. Otherwise, you could use lame to decompress the mp3 and then the ogg encoder to give you your shiny new ogg.

A reason to not use the standard libvorbis encoder is that people have tuned it to work exceptionally well at low bitrates. The joys of open source, as the official version gets updated, these improvements are incoporated. But if you want the best low bitrate encoder, check this out:
