Great question to bring this topic full circle. First let me make clear that anything that you can reload into a computer is either retrieved from an external source or stored on a disk or some kind of storage media. As for a playlist in Subsonic, you can shut down your host, remove the network cable, then restart. If the playlist can be recalled from the locahost browser instance, then it must be stored on the hard drive.
As for where it is stored, that depends on which version of Subsonic you're using as this function is currently in development in the recent 4.7 beta versions now being tested. Previous versions stored the playlists in the C:\Playlists directory. The 4.7 betas use the internal Subsonic database to store them.
Therefore, if you are using pre- 4.7 versions of SS then you should be fine if you just use the same directory to store all your playlist updates. I don't think you'll be able to do this going forward as the db will not automatically see that directory and incorporate changes to it any more and will most likely require some import/export work to achive your goals.
EDIT: In version 4.6 you can go to Settings/General and defibe where the laylist folder is stored. Pointing it to the same folder you use for your other player should achieve the result your lookinfg for in SS 4.6 or earlier.
