So I realized that my playlist dir is not backed up in my file level backups and one of my users deleted a fairly large playlist I had put together. I noticed it deleted the .m3u out of the dir, my question is, is there any way to recover it since it is not being backed up? I didn't know if it might be stored in the DB somewhere? I tried searching, but couldn't find anything. Any help would be appreciated

I take it you are using 4.6 or lower in which case you are out of luck.
4.7 stores the playlist in the db and can import m3u files so if the playlist was deleted the m3u file would still remain.
Also I believe only admins or playlist creator can delete the playlist.
