Strange problem with download-limit!

when i dont limit my download speed everything is fine if 1-n users download tracks from my subsonic. but when i limit it, it doesnt matter if it is 10kb or maximum of my upload speed, every user gets only 3-6kb/s.
had anybody had this problem too and knows how to solve it?
