Streaming issues

So I've been having issues with the android app stream not keeping up. When my data speed is at 300kbps or below the stream just simply can't keep up regardless of the max bitrate i set up in the settings(ive tried them all) I even raised the cache size. Now you may dismiss this right here and say i just simply dont have enough bandwidth, but then why did audiogalaxy running at 150kbps at times still run smooth as butter? and my slacker radio still buffers without a hitch. I can see subsonic showing how much has been downloaded and it looks like its buffering at about 2-20kbps when im running at about 300kbps... I don't know if the software is not allocating enough bandwidth or what but its quite frustrating. I have all my ports open on my router at home and I even tried DMZ mode just incase. any information on this would be quite helpful, because If im going to buy a license I can't have my streams lagging like this.

Running the Subsonic app on a Samsung Galaxy S3 SPH-L710. Android version 4.1.1 no root

You might need to configure transcoding to get smaller bitrate delivery, if you're stuck on a slower connection (EDGE?). Gary swears by OGG, IIRC, giving great performance in a much smaller file size compared to mp3.

As I understood AG, it scanned your collection, and transcoded, buffered and streamed to your device on the fly using their servers, delivering to you a stream 'matched' with your connection. Subsonic delivers a bit-perfect, 'progressive' -buffered stream. Both AG and SS are/were different implementations towards similar goals, but your own hardware and connection does the heavy lifting in SS. :)

how would i go about configuring this?

my hardware/connection shouldn't be an issue,
My PC specs that are relevant are
AMD Phenom II 940 3.0ghz x4
8gbs DDR2 ram

my connection is 22mb down and 2mb up

This isn't an issue on clear days when i get 4g but living in chicago we get bad weather often, so when it rains or snows i get dropped to 3g which gives me anywhere from 100-500kbps and if its at 300kbps or lower i start to get the issue with it not buffering fast enough on SS.

If your tunage is mainly mp3, I would still try the max-bitrate toggle to 128 or 96 kbps, and see if you find it to stream acceptably. This would allow a quick return to richer bitrates when your data stream returns to normal. The transcoding route is a bit more complicated, but some users do this regularly:
