Permission denied: connect (SocketException)

My server was working fine yesterday I was streaming to my android and loving life .
when I got to work I had to change my ip back to dynamic to use the work network
when I got home I changed the ip back to static
1 I noticed that my public ip had changed

subsonic was showing Status :idle for both router and server

I rebooted router
no avail
I resetup the port forwarding (4040)
can you see me shows success port 4040 is open also , ip is static

now I have router status : successfully forwarding port 4040

for server status I have status : Failed to test web address. Permission denied: connect (SocketException)

I have a paid licence , any help would be greatly appreciated guys .

reinstalled java and restarted pc
now I have this:
Status: Failed to create port forwarding. See log for details.
ports are forwarded and open , ip is static
this makes no sense
Status: (name).subsonic.org responded successfully.
