Links from welcome message

When I create a link within the welcome message area, I would like it to open in a new window rather than try to open in the main frame. Possible? Even if it isn't in the Welcome Screen area, can anyone advise on how to create an external link anywhere on the page? I'm not afraid of technical answers!
