Problems with conrol panel after win8.1

So I updated to windows 8.1 pro 64-bit and I can no longer access the control panel. I haven't tried opening the panel in a while, but now when I try open it up, the window appears briefly, then it disappears, then it crashes. I reinstalled java, I also downgraded from Java 7 to Java 6, just to see if that could be it. Still no dice. Just went back to java 7 u45 32-bits and still no dice. The service works just fine and there is no problem with the site at all, it's just the window of the control panel that crashes. I honestly don't know if it was me updating to windows 8.1 that did it, but I know another program I use also stopped, though I think its independent of Java or anything related to SS.

Has anyone had a similar issue? I'm also not sure which log I should be looking at for crashes with the control panel itself.

I know that you most likely have found the solution to this issue but I will post here in case anyone else comes across this as well. I had a similar issue when I first upgraded and it turns out that Windows had defaulted my wireless connection on the host computer to a Public network access and subsequently had all ports on lockdown. Switching this to a private network and ensuring the ports are accessible fixed the problem for me.
