My Android devices don't transcode

Problem Description: Mobile devices do not seem to transcode media

Troubleshooting Steps: Tried Madonsic and alternate apps on Android, on multiple devices, changed transcoding settings defaults and modified them, renamed ffmpeg command to see if an error would even be thrown (it wasn't)

Playback Application and version: Subsonic and Ultrasonic

Subsonic Version: Latest, and Latest of Ultrasonic

Server Version: Latest, and latest of Madsonic

Hardware Platform: Windows Server 2012 R2 Standard

Java Memory Limit: 512MB

Problem Filename: N/A - All video files

I'm not getting help on my problem either. My Android plays video but it isn't transcoded. It comes in at full resolution and bitrate.

I'm running an older XP box. It's dual core with 2G Ram. So I figure it should be good enough.

I don't understand what the players are all about. Are they configurable individually? Why is there another player added each time I add a user?

Anyway, I left the default settings alone. When the video come to my phone it is at full resolution and full bitrate. The video seems to be either uploaded to my phone completely and then played or transcoded fully and then streamed to my phone. If it is transcoded fully then streamed then it looks like the transcoding doesn't do anything.
