add custom FLAC and MP3 transcoding

I'd like to change the default encoding/transcoding for FLAC files to use lame mp3 encoding instead of the default ffmpeg. There is an excess of documentation, but no examples specifically to what I'm trying to do. I've installed both LAME (3.99.5) and FLAC (1.3.0) on my ubuntu server. I created symbolic links in /var/subsonic/transcode for both of them. Now I think I need to add the options correctly to the Subsonic Transcoding settings. But this is hard! Anyone have any good examples on this?

1. transcode from 320kbps mp3 to 128kbps MP3
2. transcode from FLAC to various MP3 bitrates (is this a Step 1, Step 2 sort of thing?)

I'm looking into this as I've noticed a difference between the quality of music that comes out of Spotify vs my Subsonic. I know I have FLACs on Subsonic, and I tried some high bitrates too.
