Cannot access premium url after move to new IP

This is a recurring issue...

I have moved. I have a new IP Address.
I cannot access my resource any longer.

I need to know how to change the Personal Server address.
[Note that I asked this once before and the topic was never answered. I am hoping you will do better this time. I have already paid for the premium/personal URL so please do not blow me off]
