No Settings Tab

I recently upgraded to 5.2.1 (build 4428). I now have no settings tab at the top and i cant remember all the tabs that were there previously but i suspect i am missing a few more. Any help with this would be greatly appreciated without the settings tab i cant even update the database.

I have a similar problem in that I have a settings button at the top but the page it shows is empty. I have tried rolling back to 5.1 but it doesn't fix the issue. If I figure it out I'll post back as it sounds like there might be a common problem in reading settings between the 5.1-5.2 transition.

Update as promised:

I just had a notion to try access via localhost:4040 rather than through my FQDN. All functions work correctly so I think in my case the issue is someone did something funny to Apache recently that's broken the proxy. Can you post if you see any difference when accessing the page through 127.0.0.1 rather than whatever external (or LAN) IP you would normally use.

EDIT: actually the problem in my case was firefox blocking unsecure content rather than warning about it like it used to. My issue may not be related after all.
