raspberry 2 need the mpeg2 for hardware video decoding??

I have problems on video decoding , it transfer data at very slow rate and playback is unusuable on browser and ipad , but from android platform with dsub it works correctly.
I would you ask...
I have seen that to enable mpeg2 hardware decoding we need to buy a license from the rasberry website, it is necessary to obtain subsonic correctly working for video mpeg2 decoding? or is only for playback using a screen cabled to the raspberry?
