Server availability (or lack of) on different devices

Problem Description: I can currently access my server from my iPhone, and my friend can access from a remote location 800 miles away via desktop (Mac OS X), but I can't access it from my work computer (Windows 7 Pro). When trying to access, I see "This webpage is not available - ERR_CONNECTION_REFUSED - Google Chrome's connection attempt to ... was rejected. The website may be down, or your network may not be properly configured." I have been able to access it from this computer in the past with no problems. I recently upgraded Subsonic.
Troubleshooting Steps:Tried three different browsers from my work computer
Playback Application and version: Standard Subsonic Web Interface
Subsonic Version: 5.3 (build 4568) - Oct 24 2015
Server Version: jetty-6.1.x, java 1.8.0_25, Mac OS X (82.9 MB / 145.0 MB)
Hardware Platform: Mac OS X Yosemite

You'll see where I created the account for daveb from my iPhone, then he successfully logs in and begins streaming from 800 miles away...
