Limiting the video stream bitrate

Is there a way that I can limit the video streaming bitrate to 2000Kbps or less? I have noticed that users who use Apple devices seem to stream consistently at 5000Kbps - they tell me that they do not change any of their default settings.

This can put a strain on my bandwidth when more than 2 people try to stream video from outside my network.

Problem Description: Looking for a way to limit video streaming to 2000Kbps or less.
Troubleshooting Steps: Nothing yet. I haven't settings that allow this.
Playback Application and version: All - this seems to happen more with Apple devices
Subsonic Version: All - this seems to happen more with Apple devices
