I believe on Windows you should havea subsonic control panel running in your task bar. Look down by your PC clock and it should look like a little submarine.
Right click on it and it should give you an option to open subsonic. If that is not working then right click and open the control panel. Try to change the port and restart subsonic.
If you are still having issues I would verify that Windows Firewall is allowing that port, but I dont know if that is really an issue with local access.
