Howto downsample

I can't get Subsonic to downsample my MP3's when my users want to listen.
I use this command line: lame -S -h -b %b %s
and I want to downsample it to 128 kbps.
When I choose Users -> admin -> Max bitrate -> 128 kbps, it won't start playing....
