transcoding down sampling setting doesnt work! {SOLVED }

I am using subsonic on nas4free in a jail. I have compiled and installed lame recently too.
all of my media is MP# or is getting converted to hi quality from flac.
I would like some help getting the setting for lowing the bit rate (Max bitrate)that is streamed to function. I use the android app. when I stream to my phone it sends files that can not be played.
Should I set a new trans-code setting on the trans-code page?
