Downsampling 320bitrate MP3's

Hi, I have really poor upload bandwidth that I can't do anything about, my entire music collection is in MP3 format and a percentage of them are sampled at 320 bitrate. All my collection buffers perfectly bar the 320bitrate ones which stutter if not let buffer for a while.

My question is how do I set up a rule to to automatically transcode any mp3 greater than 192bitrate to 192bitrate?

I searched the forum but nothing jumped out at me, if the question is already answered could someone link it to me plz.

Just set up the users Max bitrate with 192
