Cannot connect to the internet!

I'm trying to get this working, so I can listen to my own library at work. I've spent too much time on it already, and have tried everything I can think of. What am I missing?!
I have the following configuration:
Windows XP
Windows Firewall
Westell 327W DSL router
Avast AVS (Not that this really matters, but what the hay.)
Noip with resident service
*Ports are forwarded to 8245 in the router and windows firewall.
*I can access Subsonic from the LAN, but not the Internet - using either noip (mrdog.servemp3.com) or the direct ip (i.e. xxx.xxx.xxx.xxx:8245)
*I had been getting "Firefox can't establish a connection to the server at xxx.xxx.xxx.xxx:8245", though I am now getting "The connection to the server was reset while the page was loading" using the noip address. Previously it had been the former for both addressing methods.
I don't know if it's progress or not. (Probably not...) Am I wrong that the issue seems to be at the router?
