HTC Subsonic for Android

Trying to connect to my subsonic server, running Ubuntu 10.04 subsonic.war 4.0, and tomcat6
Getting following error: connection to
http://127.0.0.1:8080 refused.

You should connect to the ip address of your Ubuntu computer. As I understand it, you're now telling android your server is located on your phone. Find the ip of your computer by typing ifconfig in the terminal. Probably 192.168.0.xxx:8080 or 10.0.0.xx:8080. Or use the host name of your computer (host:8080).
If you're outside your own network you need to find your public ip and have the port forwarding set up correctly. You'll find many good tutorial searching the forums.
