If you're sure eerything else is installed properly, and your directory locations are properly defined in the settings, I would suggest uninstalling and reinstalling Java. I've cured a few anomolies doing this recently.

Direct link to all Java OS versions. Be sure to install both 32/64 bit if you use a 64 bit Windows OS.
