How to greate user? Registration page without the help of an administrator

I tried to create a user using the api, but unfortunately it can only perform an administrator. How do I allow the user to register? Without the participation of the administrator?

Please help me find a solution.

Log-in as admin. Settings / Users: Select user... Check option: User is administrator.

I meant that everyone could register itself. No administrator. Just a small page of registration
