Transcoding at lower bit rate

Hi, I see that the default bit rate for transcoding from WAV to MP3 is 256 bps. I would like to see if I can go 128 to reduce bandwidth requirements is marginal areas for streaming to an Android device.

I cannot seem to find how to manipulate this conveniently.

In the Android app, tap on settings, set max bitrate to anything you like.

Thanks very much. Normally I have good mobile 3G service here, but there are a few holes that would be best dealt with at lower bit rate.
