Ports Forwarded, but cannot connect to personal URL

Hi there.

I'm running Subsonic 4.4 on a Windows 7 Machine, and, though the port Subsonic is running on (8084), is open I cannot connect to my 'external' url. I've tried using my phone, which did not work, and the Subsonic Server application gives me the following error when it tests the network:
"Status: [MY URL].subsonic.org is registered, but could not connect to it. (ConnectTimeoutException)".
I've tried changing the port, switching of my firewall and restarting the service to no avail. It used to work a couple of months ago, but since I've updated the application version and changed ISPs it has not worked. Any suggestions?

Other stuff that might help:
Server version: jetty-6.1.x, java 1.6.0_24, Windows 7 (17.1 MB / 27.8 MB)

Go to http://www.canyouseeme.org/ enter your SS port number and click the Check box to be sure the Subsonic port is open.

Changed ISP? make sure you're not double NAT'ed.
