does my computer need to be switched on and active for subsonic to be able to access my files?

Unfortunately it has to be on, but theyre doing a beta right now for 3 months where you dont have to have your computer on, but you do have to upload your files to a server.

That is actually a partnership (third-party) for offsite hosting, and is not a 'feature' of Subsonic. The hosting services do run the Subsonic server on their end, so it is a great solution if you don't want to run a computer/server 24/7, but still want access.
