User template / Registration grant

I need to create several user groups with different privileges.
Also need to grant registration in main page.
Is it possible?
Two options i really miss so far migrating from kplaylist

I've already gave this a try yesterday.
I'm just confused, that native system doesnt have such opportunity.
This absolutely to have feature should have been implemented like a years ago in one of the first releases, IMO
What about user template?
