I've done a (hopefully) good search, even found a thread on moving files over. Followed the instructions and restarted the server. Nothing was ported over.

All I really care about is moving the user information to prevent having to 'reset' the accounts because I had to manually rebuild them.

Getting no love on this topic huh....Alright. Well, unfortunately, I don't have the luxury of time on this one. I'll just recreate the users, then maybe create an app for the users to use to set the passwords using the API. Something like that...
