Change bit rate on the fly

I have tried this before with no luck, but am pretty sure its possible.
Lets say my audio files are mp3's encoded at 192kb/s, I would like them to stream at a lower bit rate, what do I need to do to make that happen? Specific would be great, thanks.

I thought there was a way to do this globally? If not, there really should be.
A global bitrate that you can if you choose, change for a specific player.

Being a download limit, does that actually re-encode the audio or just limit how fast it goes out? THe problem is that anderoid clients are constantly buffering, to the point that they are ununsable. If setting the download limit simply limits how fast data leaves the server, that doesn't help.
