Android app won't downsample

The title says it all, for some reason the music is playing at the original bitrate on my phone. I have created a separate user for my phone and set the "Max bitrate" to 64 kbps. But the songs still play at their original bitrate, at least that's what is shows on the app. 320kbps songs play at that same bitrate on my phone, so it stops and buffers frequently.
I can't tell if it's downsampling in the webplayer, it's playing fine no matter what bitrate I set. But I don't care about downsampling in the web player, it's the phone app that I use the most.
I've searched these forums and found similar problems but couldn't get a working solution. I haven't messed around with any transcoding or downsampling settings. The downsample command is set to default:
lame -S -h --resample 44.1 -b %b --tt %t --ta %a --tl %l %s -
Please, can anyone help, I'm willing to donate and purchase a license if I can get the music to downsample on my phone.

It plays fine, but stops and buffers every minute or so. I'm on 3G connection. I thought it could handle 64kbps. I even tried setting it to 32 but still same thing.
So, if the app shows 320kbps does that mean the original bitrate or bitrate at which the song is gonna be played at?

I haven't got an android device so cannot answer really the question but I suspect that the app is showing the original file bitrate.
However the SS log is showing that it is re-sampling down to 64k so I am
Hopefully someone who knows about the android app will step in

Yeah, I think it's re-sampling cuz I tried changing it to 32kbps and it sounded like crap. I guess my connection is just slow or something.
I've encountered another error. Sometimes songs don't play, the following error message is displayed:
Error playing "songname". Prepare failed.: status=0xFFFFFFF1 (IOException)
Has anyone encountered that error?

I think it might actually be down sampling, I'll do some testing as well. However I can attest to it's horrible streaming capabilities. It seem to work fine on a nice wifi connection, however on 3G, it is piss poor. I can stream Pandora just fine on the same 3G connection at the same time, but Subsonic won't stream 128kbps. I know Sprint 3G is bad, but it's not THAT bad. There's something wrong with the Android version of Subsonic.
