URL to specific track for that track to stream to PC/Mac

I am considering building my own internal streaming media server. Is that what Subsonic is? If so, can I give people a specific URL which would stream that track to their PC or Mac? Is this possible to do?

Yes - you can create a share and send them the share link.

To add more detail about my question. I am an IT manager at a school, where we use Blackboard as our learning system. Teachers have media (audio and video) files they want to incorporate into their courses. I want to build a dedicated streaming media server on a Windows 2008 R2 Server ... and provide a folder for each teacher to put his/her files in. Then ... I want each teacher to be able to simply put a URL link into their Blackboard course ... which points to that file on the streaming media file ... so that ... when a student clicks on that URL, that specific media file (audio or video) streams from that server to the student's PC or Macintosh computer ... without having to download the entire file before it plays.
Can this be done?

... and the PC and Mac user does not need to have Subsonic player or any other player downloaded and installed? It will play in the computer's native audio or video player?

It will be a url and will play in their browser (but they will need flash so IPod etc could be a problem)
Why don't you download it and give it a try
