Transcoder files missing after .war install- Tomcat [Rslvd]

I installed using .war under Tomcat6. Couldn't get jukebox to work properly, android app would show playing for about four seconds then reset back to zero and then playout for four seconds then reset and so on, but no sound activation on server. Error log showed:

Observed that the /subsonic/transcode folder was empty. Replaced with a transcode folder that had all the transcoder files in it and that corrected the problem
